Dr dear Dr: In your spiritual opinion speaking as a spiritual director of souls, is there something in the Codex of church rules and regulations and provisions that helps with the whole idea of choosing schools for children, do parents enjoy some human rights on this issue?

Actually yes, canon 797 features this issue, choosing schools that agree with parental conscience, though the schema that is being sought, appears in the Magna Carta Codex and so the Church does not speak of rules and regulations about parental choice but rather of a just and distributive liberty - parents enjoy rights to choose schools they deem fit for their children, and the state should offer help with such a pro-choice philosophy. Church freedoms are therefore largely pro-choice. Parents can choose their favourite schools.
